Vista error code 39 code 31 code 32 and code 19 Fix
If you have a Vista system and your CD Rom drive does not seem to be reading any discs then you have an upper stack error. Common error codes are
The device is not working properly because Windows cannot load the drivers required for this device (Code 31).
A driver for this device was not required, and has been turned off (Code 32 or Code 31).
Your registry might be corrupted. (Code 19)
The most frustrating part is I have had several Toshiba customers call me about having this issue on brand new laptops. The good news is it is a simple fix that anyone can do.
First lets confirm your issue. Right click on “Computer” or “My Computer” in XP. Select Manage and then on the right side select device manager. On the left if you see a yellow exclamation mark next to your drive and were getting any of the above error codes then we have a simple fix.
Go ahead and right click on the CD or DVD drive that has a yellow exclamation mark next to it and select delete or remove.
For Vista click the windows “start” button on the bottom left and in the search box type regedit . You will be asked to confirm your admin account. Just hit next or continue.
Now browse to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control
\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
It’s just like browsing through folders so don’t worry about it. if you get lost just start over. BE SURE you follow the path 100% There are many similar files and folders so double check they all match up.
Now that you are at the {4D36E965-E325-11CE-BFC1-08002BE10318} Folder on the right side you will see several entries. right Click and delete the Upperfilters and Lowerfilters. These will be remade once you reboot.
for XP follow the above but instead click the windows start button and then select run then type regedit .
Reboot your computer once you have removed the upper and lower fillters. When your computer boots back up it will see the drives as new devices. give it another 20-30 seconds to install the new device. badda bing badda boom! your issue is solved. There is a better way to fix the cd/dvd rom not working, with vista just restore to a previos day thet you know that you cd rom was working, it works for mine.

The system restore is a great way to fix this issue but it does not always work. Unfortunetly many people do not notice one particular drive not working for a few weeks. You can always try the restore first just keep in mind any software installed after the restore date will be lost. The restore only takes about 20 minutes on Vista and about 5 on XP so feel free and try that first. The above will fix your issue for sure.

Hi, thank for you info. However, i still can’t fix the error code 31 problem after going throught the steps. I’m trying to install a new usb wireless network terminal. But whenever i plug in the device, a blue screen appear. I’ve a vista compatible driver downloaded and tried to plug in the terminal again. However, the error code 31 was there again.

This information is only for Cd drives. Error code 31 in general is a generic error code and used for many different things. I can try to help but would need far more information then what you supplied above.

Thanks for your prompt response. Please let me know what information are needed and i’ll try my best to provide it. I’m having the same code error 31 problem with some of my network adapters. I tried uninstalling it and plug in my USB wireless terminal, vista detected and tried to install the new hard drive. But, a blue screen appeared by then. I thought it was the incompatible driver problem. However, after downloading and installing the new vista compatible driver, the error code 31 appeared at the particular network adapter device. BTW, i’m trying to use the Kyocerea iburst usb terminal (which works fine with XP but not in vista). Is there a problem with my PC?

I’m not 100% following.
Is this right?
You have a USB wireless adapter and you are trying to install it on a PC based computer?
If that is the case and you keep getting the blus screen I would re-read the documentaion again. Most USB wireless adaperters require the softwarae to be loaded first before you install the device. Try installing the software first and then the device.
I would try and install the device on a different machine just to see if it is working fine there. The device is Vista capable so that should not be an issue.

Hi and thanks again. You got the 1st part right.
I’ve actually tried the device in a XP machine and it’s working great. But when it comes to Vista, there’s something not right. i tried the below three steps but the wireless adapter is still liveless.
1st try: I installed the latest software 1st b4 plugging in the usb. In the middle of detecting new hardware, the BSOD appears with some bugcode error.
2nd try: I install the latest driver 1st, then plug in my usb device. In the device manager, there shows a error code 31 and sometime error code 10.
3rd Try: I install the latest update for my BIOS and retry the 1st & 2nd steps. Same problem again.
Do u have any other suggestion which u deem should fix da problem?

Looks like you are on top of the trouble shooting. I would try and install on a different Vista System to test it out.
Also is your Vista OS 32 or 64. Most system have a 32 bit OS even if you have a 64 bit chip. This has gotten me in trouble before because you do not need the 64 bit driver if that is the case.
Try the install in safe mode. Not all programs can be installed in safe mode but often times simple ones that are just drivers can.
If that fails and the device works on another Vista system I would use the “System Restore and send the PC back in time a few weeks or a month or from when you first tried installing the device and then try again.
In issues like this I would always encourage the user to write everything they have done and the symptoms and send that to a support e-mail address to the manufacturer so they can try and duplicate the issue. It might be something on there end as well.
Hope this helps. I really do not have much advice to give beyond that.

Is the issue you are having with your CD Drive? If not then this guide will not apply to you. The error codes mentioned can be for other things as well but mostly for Cd drives not burning or reading.

I have never had to re-apply this fix again on any system and have done it at least 20 or so times. The only reason you would have to re-apply it is if the drivers get corrupt again. Unlikely but it can happen.

Ok…I went through Microsoft the solution threads and they say to go to the same exact spot like you did for the DVD/CD driver and my drive for the DVD/CD came back after deleting those key registries, but those registry UpperFilter and LowerFilter does not come back. When I reboot the system and now I can’t burn DVD/CD. I use Vista Home Premium

An alternative method you can try is simply doing a system restore. This guide is only for the error codes mentioned in the title of this guide. Hey, I’m not sure which code error I’ve received but yeah, it won’t read any discs or anything. It opens fine and closes, doesn’t sound like anything’s loose and I’ve tried a system restore and it didn’t work. what do you mean by upper and lower filters? It doesn’t say it and I pretty much have basic computer knowledge and you lost me on that part DX

If you would know if you were having this issue. No harm in following the guide as it won’t hurt anything. Chances are you just have a bad CD drive.

hello, i am having the Code 31 problem with a sound card. i have a gateway t-1623 and i uninstalled the 32 bit vista (its a 64 bit hardware system.) and installed an unattended win xp, my cd has driverpacks installed but my sound still doesnt work. i get code 10 first but then i uninstalled driver and put defaults in bios setup, after restart it installed the correct sigmatel high definition driver but i get code 31, windows cannot load drivers for the device. MY RECOVERY DRIVE ONLY HAS VISTA DRIVERS EVEN THOUGH IM USING THE XP DRIVERS. by the way for ppl having cd/dvd problems the best fix is a program called CDGONE.zip inside is a cdgone.reg file which does everything for you. have u up and running in 2 MINUTES!!. google it then download unzip and open cdgone.reg click yes to add and ok wen done restart pc. enjoy.

Okay so I tried everything listed in this guide, and even double checked it and rebooted my labtop twice. The devices did NOT reinstall themselves however, thus leaving me still unable to access my CD-ROM/DVD drive. The error code I got was Code 19, and I have Windows Home Vista. Is there nothing else I can do?

WEll never mind, I managed to fix both USB and CD/DVD drive. Found that if you go to VAIO Recovery Center it has a back of all the drives. So I uninstalled the drive, and redownloaded it from there (it’s the “Sony Firmware Extension Parser drive” if anyone had the same problem as me). So yeah. It’s a very quick and easy fix. Quite literally a click and fix.

If you are using the 32 bit VISTA version and most likely you are then you need the 32 bit driver not the 64 bit driver. It does not matter if your hardware is 64 bit it only matters what OS version you are running. By default everyone out there will have the 32 bit version unless they specified for the 64 bit Vista version.

Did yo already do the basics? They are uninstall and re-install the drivers from the manufactuers website. That and or running a system restore. The error code 31 is generic and can be many different things.

I have a problem…i rebooted my computer, before i rebooted my comp my dvd/cd rom was fine, then since i rebooted i can only burn music, files, so on BUT!! I can’t burn dvds anymore!!! it’s like the dvd part of the rom just disappeared!! Do i have to get a new rom or is there another way to solve this? please help me!! Remove the drive. go to the manufacture site. Download the latest driver. then download the latest firware for the device. Test multiple brands for burning and if it does not work after that. Take it out of the computer and stomp on it for a little pay back. New one’s are cheap anyways.

i am having the same problem as C. i tried to install a wifi dongle, but got an error 39 when i installed the drivers. i tried EVERYTHING any forum has told me to do, and yet nothing.
if this helps, i tried earlier in the year, to install an ethernet card, which also failed with error code 39. all of the network adapters seem to be getting an error code 39.
i am running windows xp SP2, and have tried both devices on other windows pc’s, and they work great.
i’ve updated chipset, bios, even done things on regedit, no luck.
any advice to fix this annoying error would be VERY MUCH GREATLY appreciated.

Check the path again. You have them you just are in the wrong folder. It’s easy to click on the wrong one because so many are similar. You must choose the exact one mentioned.

YES! it worked. I had error code 39 on my Toshiba Satellite, after uninstalling a video editing program. I deleted lowerfilters as directed, and now the drive appears and works fine. Thanks!

Hey people
I am having a similar problem
I am working on a windows Vista home premium laptop from hp DV 2000 (2519).
I usually work on my laptop without the battery and hence it was running on ac power. Well it so happened that I was working on my LAN properties(I was changing the IP to enter another network) when there was a power failure. Naturally my laptop got switched off while the system was registering the new IP.
When as the backup came by, I switched my laptop on again, however this time the network drivers didn’t come up. So when I checked in ‘Manage network connections’, it did not show any connection(Local Area Network , Wireless Network). I checked the network drivers in system properties and it said “Windows cannot load the drivers required for this device (Code 31)” All my physical and virtual network devices were showing the same exclamation mark.
I tried Recovery Manager to reinstall the network card driver but it didn’t solve the problem, Then I tried to manually remove(uninstall) the driver using system properties but it didnt work either and the driver couldn’t be removed.Someone suggested me to update the driver but the other driver also couldn’t be loaded due to the same error.
I am sure my LAN card is all perfect as everything was alright before the power failure .Besides my live linux can use the same card to access the net. I am using the Generic Marvell Yukon 88E8039 PCI-E Fast Ethernet Controller , file version : 9.16.2.3

I am getting the code 31 problem on all of my network adapter devices on my Compaq laptop. Do I need to restore from a previous day before I started experienceing problems, or remove the upper and lower filters like you suggested for the CD/DVD driver problem?

I have been trying for over seven days to connect to a wireless broadband isp,I was from the outset convinced the fact I kept getting code 39 messages on the DVD drive was connected with the failure of the wireless usb drivers to load.
I followed your advice and have a working DVD drive and a fully functioning Huawei 169 USB modem that actually connects to the internet as well as hanging out of the USB port on my Sony Vaio Laptop.

The filters are most likely there. re-follow the path again and ensure you are in the correct folder. It is very easy to get lost.
As far as more help there is none I can offer. The only sugestion is to have the pros over at http://www.onlinecomputerrepair.org take a look at it. I am uessing it will cost around 89 bucks

Hi all, I just purchased a Toshiba Laptop, running Vista Premium, and after a massive Windows update download, the DVD-CD drive didn’t work. Error message 39, corrupt or missing driver. The driver isn’t missing, so it must be corrupt. Have followed the above ‘regedit’ instructions regarding upper and lower filters, except haven’t actioned the removal yet, as there doesn’t appear to be an upper filter listed… only the lower filter. Also, the information states “you may lose functionality in certain programs such as CD recording programs. In this scenario, you must reinstall any affected programs.” which is a problem, as everything was already loaded and no software came with the laptop. I’m a little chicken to go ahead and remove the lower filter registry entry, seeing as there’s no upper entry to delete. What do you think I should do???

Hire a PRO if your not comfortable fixing your own computer.
You can also just back up your registry first before taking any actions. Just as well you can do a system restore and go back a few weeks anyways.
If only one filter is there the first thing to do is double check to make 100% sure you are in the right folder. From their delete the one you see and re-boot.

Hi, I previously ever had a DVD driver that doesnt read disc. And I had it fixed. So i hired someone else and it also had sth to do witht the registry. Now, I am having problems with code 19. on a mp3 player. It says that there is sth wrong with the registry. I have followed steps to delete both the upper and lower filters. But the problem still persists. Should i go ahead and delete the LowerFilters.bak ? Will it hav any adverse effect on my com. ?

Hello, I tried the registry key fix deleting upper and lower filters on my Dell e-510 windows xp and it did not work..The computer still does not recognize the cd/dvdrw…It still shows error code 19..I tried rebooting to last known good config and that doesn’t work…I am frustrated beyond belief..any idea what is going on? Ensure you followed the exact path given. Most people who say this does not work for them deleted entries in a folder that was very similar. the names are almost the exact same. You can also try doing a system restore

Hello, I’m running XP.
I’m missing my cd/dvd drives also.
I’ve tried everything suggested and nothing works. I get a code 19. I down loaded and microsoft guided help program and it said my upper and lower registry values were missing.
Any idea what these values should be or where I should go to find them? I have another machine running vista. Can I copy the values on that machine and type them in on my XP?

As I always state double check the path above to ensure you went into the right registry folder. 90% of the time people who say this does not work for them simply did not follow the instructions. Check again first. If that does not work try a system restore. If that does not work then do a soft system restore were you replace the core Windows folders and drivers but not your programs and user data.

I have a Compaq laptop with integrated wireless – Presario V6000 – which does not work. When I update the drivers, it says I have the newest. I uninstalled the Microsoft ISATAP network device and resinstalled as it was not working properly but the wireless still refuses to work. The error s code 31.

The code 19 fix does this count if its the printer that’s messing up? Actually my lexmark printer and my webcam both have the code 19 issue, I can’t do a restore it doesn’t go back far enough unfortunately, but both of them are “broken” so to speak.
Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

The short answer is yes it may work. It should cause no issues trying it because those fillters are automatuically replaced once you restart your computer. If it does not work for you and if it’s worth 89 bucks to resolve this issue the guys over at http://www.onlinecomputerrepair.org are a very good way to go. i tried everything.
i am willing to give this shot; that is, reset to factory setting for my laptop. i had backup my data. worth a risk? i take it that is could eradicate the error messages in the device manager.
by the way; what is it that usually prompted such messages? as a result of install SP1, or the usual windows xp updates?

Hello,
I have this same error except I don’t have the upper and lower filters. I had this same problem about a year ago and the people at Microsoft told me to delete this filters. Now that the problem is back, I have no filters to delete, and I am frankly out of ideas. I have tripled checked I am in the right folder. Any ideas?

The only advice I can give is to have a pro take a look at your system. Not what you wanted to hear I am sure but that’s all I got. You can have http://www.onlinecomputerrepair.org look at it. It would cost 89 bucks if they can resolve the issue. If they can not you woould not be charged.

No it does not matter is only one is there. Just delete it and you will be fine.

I got error code 39 and i wasnt able to use my keyboard
the mouse worked the keyboard didnt
SOLVE IT BY :
press start > look up :device manager > in the device manager (on my PC ) i looked up the : USB root hub
there were 2 files that showed the error
i clicked on the file and couldn get it to work in any way possible (just to try it out ) i clicked uninstall it unistalled and a seccond later the thing popeped out saying new software is being instaled and i got it to work
if the new software installing window doesnt come out plug out and then back in the USB end of the keyboard into the PC
(dont mail me if it doesnt work out on your PC )

Your fix for the error 39 code worked!! I am a novice at best,and have been having a problem with my cd/rom for about a week. I did the step by step and it worked!!!!! i went and bought a new dvd burner before I read your blog. I think i might not have needed it. That is neither here nor there. The camera that came with my sony vaio has not been working. I’m getting the error code 32 and I havent been able to fix it because I wasn’t able to follow the directions above. There is no option to delete the camera but I can uninstal it should i do that? Also, I found the folder HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control but I wasnt able to find any folders named upperfilters or lowerfilters. Please tell me how I can fix this.

the link you posted above is not the full location
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control
\Class\{4D36E965-E325-11CE-BFC1-08002BE10318} is the full location and the fillters should be there.
Yes re-installing the camera software is a good way to go. Try to get the driver from the manufacturers site.
worst case if it’s worth 89 bucks to you to have it fixed I’m sure the guys at http://www.onlinecomputerrepair.org can get you straightend out

Removing the Upper and Lower filters fixed my cdrom drive but the filters have never rebuilt. It was stated that they would on reboot. Is their absence a problem? I have not noted any.

Two days ago i got a brand new acer aspire 6935.The first day after some 15 hours my cd/dvd/bd rom stopped working.It reads nothing,no cd,dvd etc.At that point I tried several thing to resolve the issue. Uninstalled the drivers,reinstalled drivers.Uninstalled recently installed programs.Finally, as my boyfriend and I bought the exact same laptop at the same time, we copied his driver files to my machine which worked like a charm.A day later the same thing happened.Dvd rom once again can’t read anything.Once again I tried all of the above including the copying of his driver files.This time it didn’t work.I’ve tried just about everything to solve the issue but of no avail.I’ve deleted lowercase and uppercase registries,doesn’t work and they do not reappear after reboot (read they should reapear after reboot,is this true by the way?)I am utterly annoyed!I live in Suriname (south america),had my laptop bought and brought by friends in the netherlands so going back to the store is not my desired solution, besides it’s a vista glitch,not the machine.Good computer experts and professional are hard to find here (virtually non existent so taking it somewhere is not an option).Besides both my boyfriend and I are good with computers.I’ve had both code 39 as well as 19 at one point or other.Please help!

Any ideas as to why my apple ipod will not register on a vista enabled laptop ? it loads up the drivers and states it’s ready to use but no program (real player/windows media) recognises it’s even been plugged in ? Aarghh!!!

I had a problem with the code 39. I had tried to go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control

You said DELETE Upper filter and Lower filter; but all I had is Lowerfilter. I DELETE Lower filter, .. there is no more code 39, but the problem is I still couldn’t get my CD ROM drive back. HELP!!!!!

This solution DOES NOT WORK in XP Pro even though the Micro$oft site claims it will. Any ideas? Replacing the system32/drivers files that control the device? Every time the system finds the drive again, it claims that it has the Code 19 problems. I even manually added the key values back into the registry so there was no chance of it producing an error trying to write to a key that isn’t there…

I’ve got a problem with my Acer computer! It won’t let me download an update from Microsoft entitles Microsoft NET Framework 3.5 service pack. I keep getting error 57 which I believe is a Network adapter hardware erroe. Can anyone help me to overcome this or give advise?

OK…I am at wits end. I have a computer that the keyboard stops working. We used to be able to do a system restore. Can’t get it back. The keyboard stopped working when Windows Vista would update. Hey, I had the code 39 error for my cd/dvd drive. I tried deleting the upper and lower keys and re-booted the system. Only thing is the drive is still not showing up. Now what?I have done system restores and they didn’t work either. I am getting really frustrated with this whole thing, but don’thave any money to take it to a “professional.” I have a Gateway MT6451 with Windows Vista.

Hello,
I am trying to get a Huawei E172 internet key to work on Windows 7 RC 64 bit… The first time I’ve installed it everything worked fine. Just that it installed the lite version of the software it needs to run (Vodafone mobile connect), and I downloaded the full version. This came with it’s own drivers. Unfortunately it did not work for some reason. When I tried to get back to the lite version, or to any other version of the software for that matter, it installs the drivers for all the components of the key, except the modem one. It gives me a “code 31″ error. I’ve updated the key’s firmware, got the latest drivers, whatever I try to do, it’s always “code 31″. I’ve got 4 different versions of the driver now and none works. Do you have any ideas? I’d be really grateful if you could help me out.

Do a system restore and go back a few days on this one. The issue I believe is in the registry. Also a registry cleaner may help you out in this instance as well.

Hey thanks for the great write-up. I’ve had an issue with my internal wi-fi card in my Compaq Presario. I kept sending in the laptop for repair because my wi-fi card would stop working. This time I decide to see if I could fix the issue myself instead of send the laptop in for round 3 on repairs. went to the device manager to view the event logs. Again it was the same error were my wi-fi would loose it driver files. When to the device manager and I had the error 31 code. followed your steps to fix the issue and just like you said. bada bing….I’m back online, my card works again. thank you.

Oh yeah, i tried a system restore and it ran into an error that wouldn’t allow it to run. So sometimes a good ole registry cleanup is the way to go.

Just a quick note to thank you for the informed, accurate fix. I followed the procedure step-by-step and the whole process took no more than 5 minutes, including the time to restart the computer. Worked like a charm. You have the patience of a saint! How many times do you have to remind folks to take great care in ensuring that they are selecting the correct folders/files in regedit? (That’s a rhetorical question, as I read through many of the blog entries made by others before me…). I noted that a few writers proffered other possible cures for Code 19 errors (including loading 3rd party software, using System Restore, and so forth), but they all seem considerably riskier than your simple regedit solution. For instance – System Restore might cure somoene’s Code 19 problem, but it will also cause them to lose any other legitimate changes to their computer which might have been made after the restore point. Great job and much appreciated.

I have been dealing with this issue (error code 19) for a long while. I have tried multiple things to fix it as I can get around a PC myself at a high level. I finally caved in, thinking its a driver problem and downloaded a program for 30 bucks called “Driver Detective” which could do nothing more than tell me I had a problem and offer a driver to download which Windows rejected in favor of the current driver anyway. I have been through all the updates trying to make sure there where no patches. A week back I finally caved and just ordered an external CD drive, not wanting to call HP for support (which takes foever and generally gets poor results). I figured the 40 bucks for the drive was worth it if it plugged in and worked.
I recived my new drive and plugged it in to my USB only to find the exact same problem. Last night I sat down in earnest determined to find a fix. Uninstalled and installed multiple times while updating drivers. I ran BIOS tests and hardware diagnostics all of which recognized the CD/DVD on startup, but Windows failed to load the driver.
I knew a registry problem was at the heart of this but didn’t really understand it and had hoped new drivers installed would cure. I knew how to get to the registry but no clear understanding of how to edit it. I started to read up on it and realised it was kind of like big complex versions of the old win.ini and system.ini and config.sys from years back. A lot more complex though.
I then tried the RegCure program. Another 30 bucks gone. It did find 789 errors on the first run but did not fix my DVD/CD problem. Combing the logs of Microsoft support, I finally gave up around 2am after 5 straight hours at it. I did see one other hint at the same solution last night in a site that did talk about the filters issue but it told me you had to uninstall every program that used the device first which is a big undertaking so I let that go.
Back at it this morning I found a Fixit program on Microsoft Support which seemed to specifically address this problem. I loaded sure my problems would be over. It clearly identified the problem but had no awnsers leading me to a paid support site for 60 dollar fee.
All through this effort, I had also tried to go to my restore points. The ones older than a few days seemed to be corrupt and fail so I had no way to go back to a known configuration which I had my doubts about anyway. My last resourt was to go to a full system restore which would have meant 2 days worth of restoring files, updating windows, loading software. I was really at my witts end.
One last search in Windows on the error 19 code with the key word “filters” in there finally brought me to this site. In 5 minutes by deleting exactly the two reg entries that sat exactly where you said they would be, my computer was rebooted and both drives working fine.
My only regret is I didn’t find this site about 1 month and $100 dollars ago!

I’m in the midst of attempting to correct a code 31 issue using the below method. Though i seem to have 2 different Control sets, a 001 and 003. Do i edit one or both?
For Vista click the windows “start†button on the bottom left and in the search box type regedit . You will be asked to confirm your admin account. Just hit next or continue.
Now browse to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control
\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
It’s just like browsing through folders so don’t worry about it. if you get lost just start over. BE SURE you follow the path 100% There are many similar files and folders so double check they all match up.
Now that you are at the {4D36E965-E325-11CE-BFC1-08002BE10318} Folder on the right side you will see several entries. right Click and delete the Upperfilters and Lowerfilters. These will be remade once you reboot.
for XP follow the above but instead click the windows start button and then select run then type regedit .
Reboot your computer once you have removed the upper and lower fillters. When your computer boots back up it will see the drives as new devices. give it another 20-30 seconds to install the new device. badda bing badda boom! your issue is solved.

I would just like to echo Helens & Stephs comments So easy to fix with your instructions even though I could not find the lower filter file so I just deleted upper filter file & IT WORKED!!! However I must confess being ambushed into buying a download which did not work after following internet info which said free fix CODE 19 but at the last hurdle it says pay **** & this will fix everything. It did not either because I did not follow instructions correctly or the software was at fault. What causes this? or did I miss this in my enthuasistic rush to add my comments

I paid a computer tech $60 for almost an hour of his time to come to my office to fix this error code 19 and he couldn’t do it. He told me he would have to take my computer to his shop to take care of it. I couldn’t believe it was that big of a deal.
Move forward a couple of weeks. I googled the error code, found your site, and was fixed in 15 minutes. You are bookmarked on my computer for sure and since I’m stuck with Vista, I’ll likely be back.

Instead of reinstalling windows I tried your recommendation of deleting the two registry files and after i rebooted my pc it was like you said .. voila .. problem resolved! My DVD/CD drive was able to be read by windows and i can now resume burning cd’s. Thanks for the post!!

My DVD/CD-ROM Drive is not recognized by windows. When I go to my computer it doesn’t show up. I have had this problem for a while, I have kind of just been ignoring it. But now I need my CD drive. I tired what you said to do a long time ago, and it didn’t work. I took it to a computer repair shop, and they said they had fixed it but when I got it back it still didn’t work. All of a sudden today it started working. But as soon as I plugged in my external hard drive it stopped again. I checked the registry editor and it was the same as usual no upperfiltes or lowrfilters. I need some help. I have an Acer Aspire 4520 with Windows Vista home premium. Please Help.

I have been working with computers for several years but never come across error code 19 until today.
A friend of a friend’s Compaq laptop with Vista installed had been telling him there was a problem with the DVD drive for the past 2 weeks, he had taken it back to PC World as it was still in warranty but they said the fault wasn’t covered by the warranty. So I was asked to look at it. Googled the error code, tried the 1st result, Microsoft’s fix didn’t work then tried your registry fix and it worked, so in about 10 minutes got his drive working again. The whole process did take a little longer as the friend said the last time he used the drive was to install Norton 360, so I uninstalled that just to in case it was the problem, once the drive was working put Norton back on for him with no further problems.
So many thanks for this fix.

Gah… So i just recently started getting used to vista and now having problems with something called Bad_Pool_Caller..It mostly happens when im tryign to game. Then a blue screen pops up and crashes my computer. I looked it up in my computer and it was the Microsoft ISATAP Adapter #3’s cause. So i went over to look up the problem cause and it says under Description… Windows was able to successfully install device driver software, but the driver software encountered a problem when it tried to run. The problem code is 31. I watched the Video and tried to look for low/high filter but there wasn’t any. Is there any other way to see if i can fix this problem… Or is this even the problem..

So 67 instead of 65.
Is it safe to remove the filter from this adres?

My advice is to make a backup of the registry or a restore point first. Then delete the filters and see what happens. I doubt you will notice any issues and yes this may fix your problem providing you were getting the Error code 31 error.

First of all thank you. It restored both drives on my Gateway. I do have an issue with a Sony Viao running XP. The usb ports are inopertavive but, they will work if I reload Windows again. I’m tired of relaoding windfows but I think removing the filters will restore the usb ports. Where in the registry would I remove the filters?

Hi Joe,
Try this for the USB ports in XP.
Remove and reinstall all USB controllers
To remove and reinstall all USB controllers, follow these steps:
1. Click Start, click Run, type sysdm.cpl in the Open box, and then click OK.
2. Click the Hardware tab.
3. Click the Device Manager button.
4. Expand Universal Serial Bus controllers.
5. Right-click every device under the Universal Serial Bus controllers node, and then click Uninstall to remove them one at a time.
6. Restart the computer, and then reinstall the USB controllers using the above steps just installing this time. In most cases this step is not even needed.
7. Plug in the removable USB device, and then test to make sure that the issue is resolved.

I tried it, I can’t locate or reload any of the drivers. None of the usb ports work at all. Is there anything else I can try?

not off the top of my head. This issue sounds like something that needs an expert to look at in person. However you can attempt to reload the default USB drivers. Check out http://www.usbman.com/USB%202%20News.htm for more info

Sounds like a driver based issue. Go to the manuafactuers website and update all your drivers. My guess is a video issue.

My advice is to make a backup of the registry or a restore point first. Then delete the filters and see what happens. I doubt you will notice any issues and yes this may fix your problem providing you were getting the Error code 31 error.

After restart,de computer went black,en told me to start windows with the last configured settings?,to start up.
The lowerfilter is gone,but the upper filter is back.
there is only a lowerfilter at HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{71A27CDD-812A-11D0-BEC7-08002BE2092F}
I dont mind paying 89dolars for this fix,but can they fix it

The guys over at http://www.onlinecomputerrepair.org should be able to fix it. If they can not you would not be out anything. They only charge you if they are able to do the repair. In most instances errors like this can easily be done remotely.
The filters are meant to come back after a system re-boot. I would look one more time at {4D36E965-E325-11CE-BFC1-08002BE10318} and remove the upper and lower. If only one is there then remove that one. Then reboot normal. You should not be asked to start Windows with the last configuration. It should just start normal for you. Try it one more time before calling in a pro.

Perhaps you could try to use JV16 Powertools and run a scan. Clean up the registry and reboot. They offer a fully functional 30 day trial. I did not see anything off in the key you provided.
You could also backup the registry and delete the whole string but this is more an option for a expert and I would not recommend the average person do it.

Hi
I have a GlobalSat USB GPS receiver connected to com3. Worked well for a few weeks then the cable connection was accidently removed and the computer did a memory dump and shut down. Since then I have been getting -”This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)”. Have deleted and reinstalled the driver. Two drivers are listed in the device manager for the “Prolific USB-to-Serial Comm Port (COM3)”;
1. C:\Windows\system32\drivers\ser2pl.sys.
2. \serenum.sys.
In the 4d36e965-e325-11ce-bfc1-08002be10318 directory there are other files but only the lowerFilters and not the upperfilters.
Do you think your fix of deleting the upperfilters (not there) and lowerfilters will work for my GPs receiver problem without causing problems for my cd drive (your fix seems mainly to do with cd drives}?

Hi John,
There is just no way of knowing if this will fix your issue till you try. The filters are auto replaced when you re-boot your device so I so not see the harm in trying.
With that said I would recommend you simply re-load the drivers and software for the device you are having issues with. Also you may want to consider doing a system restore and just go back a few days before the problem was happening. This may be the better thing to try first.

Tried re-loading the drivers with no joy so removed the drivers and checked the device manager and found new message which was “This device is not configured correctly. (Code 1)”. Checked the Device Manager Driver tab and Driver Details box and message was “No driver files are required or have been loaded for this device”. This confirmed the drivers were removed. I reloaded the drivers and was back to error Code 31. Did a system restore to well before the problem with no improvement (only difference was strangely I have lost the google favorite tab from my Google home page. The favorites are there if I go to my account).
Any thoughts?

You ran through the basics. Perhaps checking the IRQ and then go into the bios to configure but this is out of the scope for most people.
You can try a few computer repair forums or else pay a pro to repair it. Those are my only additional thoughts.

It does appear to be the interrupts.
Managed to get the gps to use a different com port and now works well.
Weird the Device Manager does not show any devices using any com ports before the gps is connected. Am aware of the sharing of interrupt by com1 amd com3 and sharing by com2 and com4 but nothing is shown in Device Manager until the gps is connected!

I was getting a code 39 error for a USB device and followed the registry edit suggested in the main article. It seems to have made my CD/DVD player and burner (separate drives) non recognizable to burner software. They show up in Explorer and Device Manager sees them and says everything is working properly. I can access data on CDs and play DVDs with windows Media Player, but I can’t get any burning software to recognize the drive as writable. Is there a solution to this? I am running Vista Home Premium 64.

I have a code 19 regarding my Canon SD 1100 camera. I can’t transfer pictures to my computer from the camera because I get the code 19 message (I have Vista). I checked Device manager and under portable devices there is indeed the yellow box with the exclamation point next to the Canon camera file. Can I assume that your fix will work for this problem also? Seems like most of the problems have been with DVD/CD drives. If you could advise me, I would be grateful!

Zero harm in trying the solution. It may or may not work for you but it’s worth a shot.
If I were you I would also simply uninstall the camera software and download the lastest version from the manufacurers website. Same goes for the driver.

alright so i had a program clean my registry, it didnt delete anything of significance but it did alter a value for my lite-on usb wireless network adapter. so i cant connect to the router or internet and im getting code 19 for the network adapter. i looked in the registry files that should contain the network adapter values but never found any upper or lower filters. im running vista 64bit its an hp not sure the model but that shouldnt matter. jus want to find the fix, seems everyone has problems with dvd drives not usb or network adapters. hope you all here can help

Quickest way is to restore the backup of the Registry that was made before the cleaning. Second quickest method is to do a system restore back to a date before the cleaning happened. Both the above will work for issues like the one you have. The other option would be to remove the current software and drivers for this device and re-install from the manufacturers latest version.
